Is Dexter's Use of M-99 (tranquilizer) Accurate?

When he uses the tranq, the victim is always immobile for 3-4 hours
allowing Dexter enough time for set-up. Also does it work instantly,
as in functional to unconcious in 2 seconds? 5 stars for best answer.
